Public Health Preparedness Clinics (PHPC)

With effect from 1 July 2022, subsidies at PHPCs for the treatment of respiratory infections will be revised. Singaporeans will continue to enjoy prevailing subsidies under the Community Health Assist Scheme (CHAS) at CHAS General Practitioner (GP) clinics. COVID-19 swab tests for eligible symptomatic patients will continue to be provided at no charge at participating PHPCs.

FAQ

The PHPC scheme serves the primary healthcare needs of Singaporeans in times of national need. Clinics under the PHPC scheme provide subsidised treatment, investigations and medications for Singaporeans and Permanent Residents (PRs) during public health outbreaks.

PHPC has been activated for the COVID-2019 outbreak since 18 February 2020, and subsidies will be provided for patients diagnosed with respiratory illness.

If you are diagnosed by the doctor to have an acute respiratory illness (e.g. common cold), your consultation and treatment will be charged at a flat subsidised rate as follows:

  • Singaporeans and Permanent Residents: $10 nett
  • Pioneer Generation (PG) and Merdeka Generation (MG) seniors: $5 nett
  • Public Assistance (PA) cardholders: $0

The cost of consultation, investigations and medications provided at each visit to treat your respiratory illness will be covered under this fee. The doctor will prescribe the appropriate treatment for your respiratory illness, including the medications for the expected duration of your illness.

You will not be eligible for the subsidised rate if you have flu-like symptoms due to chronic conditions (eg asthma, sensitive nose, gastric reflux, post-nasal drip).

Please bring along your NRIC or birth certificate, along with your PG/MG/PA card (if applicable) when seeking treatment at a participating Raffles Medical PHPC.

The subsidised rates only apply if you are diagnosed by the doctor to have an acute respiratory illness. PG/MG/CHAS cardholders may also benefit from prevailing CHAS subsidies for conditions besides respiratory illness.

You can only receive the subsidy for one visit a day. Should you visit more than one PHPC clinic within the same day, the subsidised rate will apply for the first visit only.

If you are 60 years old and above, you may use your own, or your spouse’s MediSave to pay for the $5/$10 subsidised rate under the Flexi-MediSave scheme, subject to the prevailing withdrawal limits.

You do not need to sign a consent form to enjoy subsidies under the scheme. By receiving subsidies, patients are deemed to have consented to the release of their data to MOH and authorised parties for purposes of scheme administration.

If you are using your own or your spouse’s MediSave, the MediSave account holder will need to sign a form to authorise the clinic to make MediSave claims on their behalf.

Testing for COVID-19 is currently available at selected PHPCs. Your GP will ask about your contact / travel history and evaluate your condition. If you are assessed to have symptoms suggestive of COVID-19 infection, your GP will perform a swab test on you at the clinic if he / she is participating in the Swab and Send Home (SASH) initiative. If not, your GP will refer you to a SASH PHPC for further review. COVID-19 testing is not allowed for those who are well, but worried.
